Report a translation problem
My PC is also with win 10 build 1803. I have played rocksmith with this one. Win 10 build 1803 is not the cause, I think.
Kihoseo, have you increased the volume on your RT cable? Either via calibration or the old way which is going to the sound properties, and raising the volume or level of your RT cable. This isn't the way to fix the problem. This is only to help determine if your having an issue with the cable transfering the sound from you guitar or if the cable may need to be fixed/replaced. You may know that cables can get broken inside the shielding at times from a variety of issues which may or may not be the issue. It could be that your pickups need to be lowered/raised or other issues. Just trying to help you figure that out.
I have raised RT cable to 100, through sound setting of my PC, but it did not worked either.
And, I don't think the RT cable got broken because it worked with PS3 well, so I think that it is because of the PC. In other words, good guitar, good RT cable, and bad PC.

Ok. Thanks for the info. You most likely know that the ps3 is more simplified than your pc. First make sure you have usb 2.0 and not 3.0, or that could be giving you issues. Unplug any/all things connected to the usb with exception to keyboard, mouse and the RT cable. Check your device manager for any conflicts and driver updates for your usb drives.
Close out all other applications except for RS. So anti-virus, internet browser, etc.
Use cntrl-alt-del to close out any apps running in the background and/or go to the startup section and turn off apps running at start up, (then reboot). Also, if you're using ports in the front, you may need to try the back, or vice-versa.
Sometimes it's like finding a needle in a haystack, but hopefully you'll get it back to working order soon. If you find anything, feel free to let us know and we'll try to help investigate. Best of luck.
Although I have suffered a few days with this problem, I have thought the solution may look like trival and easy one after reaching it.

"Microphone privacy settings" that "Allow apps to access your microphone" had been switched to off.
I did not make it 'OFF', and don't know when it changed to 'OFF'.
But, anyway,
I became to be able to play rocksmith 2014 with PC after switching it to 'ON',
I hope this case helps everyone.
I don't think win 10 affected mic setting either. There might be another cause, although I have no idea.
