I have heard of cables going bad to where they won't work properly on a PC, but still work marginally on the consoles... Hopefully, that's not the case, for you.
It should be plug and play.
If not, try all the basic steps of steam games, like restarting steam, verifying cache, etc.
Which version of Windows are you using..? The fact that it says it successfully installed points to something other than a bad cable.
Go into your sound window on the Recording tab, and make sure one of the microphones lists as "Rocksmith USB Guitar Adapter".
