I question your values ;)
I don't what a .ini is, so I can safely say I have done nothing with it whatsoever.
And I play fullscreen.
I'm really hoping I can get this sorted out without having to uninstall/reinstall.
I did as you said, and I saw the menu for a brief flicker of a second before it vanished again.
This is becoming increasingly frustrating.
As a last ditch effort, I completely uninstalled and reinstalled the game from its disk, started it up, and I still got the momentary flash of a menu before it made a sad sounding riff and vanished. This is utterly RIDICULOUS!

I have no idea what sort of video card this stupid computer has.

I haven't gotten a friend request from anyone, but I've sent you one so (hopefully) this can get resolved.
Try making a new profile and see if that works properly, and if it does, you should be able to contact Ubisoft with a support ticket.
Or did you find a fix by any chance??
Rocksmith 2014 > Properties > Local Files tab > Verify Integrity of Game Cache.
It's likely that some files will fail to validate and get re-downloaded. After that, everything should be working 100%
