That's not quite what that means. IRQ = Interupt ReQuest. These are normal, and happen all the time. A peice of hardware (or it's driver) asserts an IRQ when it needs the CPU's attention. If it's got a higher IRQ level then whatever is currently going on, it gets attention immediately. Otherwise, it has to wait it's turn.
That STOP basically means that the driver in question is trying to talk out of turn. Since the OS now has no idea if memory has become corrupted or not, it BSOD's and forces a reboot.
It's almost definitely something wrong with the Intel graphics driver (or possibly a hardware problem.) The NVIDIA optimus stuff only applies if you actually have a laptop with that kind of hardware in it. Otherwise, the probable solution will be to visit Intel's site and get an updated Graphics Driver .
what you can do is change your "assign IRQ to PCI devices" option in your bios , sometimes it causes issues , especially with windows since it's a plug and play OS.
you should be able to see all of your assigned IRQ's in your device manager - view - by type
although honestly it's really not that common anymore , back in the old days of win95 it was common to have irq issues , i know i have had to manually assign IRQ's to several devices to make them cooperate with eachother.

So If you know of anyone else witha laptop running Nvidia Optimus feel free to direct them to this potential fix. It worked on one computer perhaps it will fix others.
DoTA has this particular problem as well.
