If you're using cdlc, and you haven't updated the mod for that, try this installing first.
https://ignition4.customsforge.com/tools/CDLCEnabler
If you were using other mods they probably need to be updated too.
It's also possible that you're missing out on some windows direct X files that are required. They either get not properly installed or that they are removed by another program by uninstalling. Hard to say which files, but if you download this package underneath, you get them all installed. Then try restarting your system and Steam/Rocksmith again.

Hope that helps.
Especially if you have the old DX for CF it could be broken now
Great advice
They can still ask for refund within two weeks, if it's not downloading... sure must be too much work these days.
Just shows you trolls again know nothing and just come here for spite and then to call the other the hypocrite 😂

Official text from valve
What can I request a refund for?
Valve will, upon request via help.steampowered.com, issue a refund for any title that is requested within 14 days of purchase and has been played for less than 2 hours (this includes online, offline and shared library playtime). Even if you fall outside of the refund rules we've described, you can submit a request and we'll take a look at it.

Also I'm not selling anything, just that you conveniently forgot people bought it themselves already and I'm trying to help them to work things out, because there's indeed no support anymore (as you so smugly did know to mention).
You are the one and only pushing other programs, and the fact you got it free doesn't mean others get it for free.
You're also promoting guitar pro, which is a good program, I can recommend, but it's definitely NOT FREE. And perhaps not that usable for beginning players. But maybe you're using some kind of "free" option for that too.
You can try to do the trump method of accusing others of doing things, which is just to obscure you're own actions. I guess people thinking Ubisoft is doing this all to push them to the other version, comes from you and your troll friends?
This program still works and can be used even after it's delisted with all its songs and even the cdlc stay accessible. Even the denuvo has been removed. So where's Ubisoft blocking or pushing anything?
Sure, it's an older program which can have it's problems on newer systems. Nothing new there.
Other game publishers delist or abandon their games and servers much quicker. Are you complaining there too?
Or is this the only kind of games you use (or don't use anyway, since you use those others :).
So then you change to blurt out fabricated things about my situation of which you know nothing. Only to spill crap in other people's genuine posts asking for help. Good show, very good show
People are by all means free to try other programs, but with these angry posts you're not really helping them. Or is this your way of being a (frustrated) wannabe anonymous glorified sales support pushing your case?
It's a good thing others noticed this too and called you out on it in other posts.
Just shill out man. Go play guitar and enjoy the music.
Yes another confirmation, trolls don't know much, or just a little bit of everything to sound interesting, because they don't read (properly even).

3) click install from the web page.
So it takes a couple minutes to start the install, and the Steam client times out. But the web page stays connected! So when it starts to install, it actually sends msgs to you Steam client so you can see the current status there.
Like i said i had this stupid behavior for multiple years and no one could help me. They blamed it on network connection and Minnesota/Denver servers and all sorts of stuff. Its a timeout value inside the Steam app. Someone was being all smart and fancy and dropped the timeout value thinking it would work faster. When in reality it breaks faster. Programming 101. Set it to 10 minutes. Who cares? It should never take that long unless you are floating in the Indian Ocean.
