Most versions of windows have a trashcan, have you opened it and looked in there? Unless you emptied it, it hopefully will be there

Your Steam folder is just were you installed it.
Typically C:\Program Files (x86) on a 64bit Windows machine
I tried using Recuva and got the menu to display the deleted profile names but when launching it there is no memory of any game play or anything for the lost profiles.

I enjoy using GameSave Manager + copy.com (or dropbox or google drive or ...).
when you want to back up game right click rocksmith and pick back
this works with all games that have stem cloud
but you can back up games that dont so you could lose those files with hard drive fail

You can easily use the build-in backup feature from Windows. Starting from Windows 7, you can manually select which files and folders you want to backup.
