Perhaps you're using a bigger screen/settings.
You can change the screen settings in game, but for this situation also in a text file called Rocksmith.ini found in the main directory. Best to try a low setting first.
Then start the program a new.
ScreenWidth=0
ScreenHeight=0
Fullscreen=1
VisualQuality=1
RenderingWidth=0
RenderingHeight=0
The third you can make 0, then it will be a bordered window, which can make things easier. Sometimes when in game you might also try to hit F11. I heard it worked for some people.

That helped. Apperantly the issue in with "non-exclusive fullscreen" setting - it messes with the resolution in the odd way.
Basically your solution helped me actually see the setting and then switching to "exclusive fullscreen" solves it fully.
Glad to be of help, and yeah, it's the way to get in and then you have the ability to change to a eventual better setup.
Personally I keep it in a window, cause I play it on a TV, and when I need to switch screens in between, the exclusive fullscreen can get messed up. Might also be because of different screen resolutions. But just do what works for you.
