Report a translation problem
If you have an anti-virus, either disable it and then start RS or if you can add to your safe programs, do that and then run it. See if you have the issue. If you don't then your anti-virus software may be causing the issue.
If you have any CDLC's, remove them from the RS library/folder and run RS. See if you get the issue. If you don't, then you know that's the issue.

Try disabling any microphone or other audio gear.
Try renaming the rocksmith.ini file before starting the game.
Try virus scanning your PC.
Try getting driver updates from your PC maker's website.
Try stuff.
OMG ... if this is CDLC ... im agonna laugh.
I deleted my anti-virus already, all I have is Windows Defender, tried to launch the game after disabling it, still nothing.
I removed all my CDLC's after the first time I had this issue, nothing..

I already did the things you told me execpt for renaming the .ini file, tried it, still the same..
Im really starting to think I would never be able to play it again, I only played for 24h :( lol
Ok, thanks for that info. This should resolve it so lets keep our fingers crossed. Go to your RS Lib file via the steam client. Right click it, click properties, local files, and verify the intergrity. After it's done, try to start RS again. It may or may not work at this point. If it does, then congrats and be careful of those CDLCs.
If it doesn't, then you may need to redownload the RS file. You could temporarily rename your RS folder to an alternate name so that you still have it and can always replace the newly downloaded files. After the download, see if your issue is resolved. Hopefully it won't come to this since we don't want to lose your progress.
Whichever works, make sure you periodically back up your RS game directory so that you won't lose everything should something fail later on down the line. Not because of this, but just because things happen.

Ok, then I believe you still have some CDLC's or a corrupted dlc, (either a particular CDLC that's causing the issue or possibly a corrupted dlc file), in your library. If you're using the default directory for installation each time when you reinstall. Leaving that folder there would have reinstalled over it and still be having that issue. If it were me, I'd remove the dlc folder, (either by moving it out of that directory or deleting it). The default directory being: C:\Program Files (x86)\Steam\steamapps\common\Rocksmith2014\dlc
and then redownload. The dlcs you paid for will be reinstalled.
Make sure you remove any other usb devices as mentioned above. If this does not resolve the issue we may have to look at possible conflicts. This could possibly be from drivers of other devices or devices themselves.

There are no usb devices that has been added or software since I last played the game.

@MTZIGG I dont have any dx 9dll file. but I have 3 .dll files, dont know what they are for, I tried deleting them, still the same issue, so i reinstalled the game for like the 8th time now. Can't find what file is corrupted.
You don't see the file "D3DX9_42.dll"? That's the one MTZigg was referring to and is the one to remove and redownload from an integrity check. However, if you had removed that entire directory or deleted it as I had mentioned above, then a complete download should have resolved this issue as well.
Be sure that you've done this as MTZigg and I mentioned as it's the most likely culprit. I'll wait to hear back from you about this.
If this is still not resolved and you did what was mentioned above, then I'll need your pc specs .
No I dont have the D3DX9_42.dll file. the only .dll files I have are : bink2w32.dll - steam_api.dll - steamdetection.dll and uplay_r1_loader.dll.

When you do an integrity check, it should be telling you that it found one file missing, (or at least one file). That being D3DX9_42.dll. Use your preferred search engine and find the D3DX9_42.dll and download it. Place it into your RS directory and see if your issues are the same.
