To make it simple...
It is totally not legal. There is a MP3 file in the custom rockstar file. Downloading the custom song makes you download a MP3 noone ever got a licence for.
Synchronization is when music is played along with video or film and requires special fees and agreements. Rocksmith is counted along with that process.
Just like torrents are stealing, so is CDLC. Musicians should always be paid when their creativity is distributed or consumed, no matter how.

Your arguement is like saying because a patent is filed and verified in the USA it does not apply to you in Germany and your within your rights to use that patented idea as your own, you can't it is not your property, read through a user agreement from apple or microsoft next time you buy something., They make it very clear it is only personal use and only for as long as you retain it, these agreements also includes no modifications or reengineering clauses blah blah blah...
So yah it's illegal in your country
