How old is your pc? Home-made or store-bought? OS (how old is the install)? Any bios or chipset updates? Any other devices besides the cable that aren't fully supported by the USB drivers?

1. Pull apart the breakaway, blow out the connections with a can of air and reseat them.
2. blow out the usb port and connection
3. go into Device Manager, under View at the top -> check the show hidden devices. That will show past poor installs. delete the ones that you know of... Usb Audio Device, Hocksmit, etc.
4, plug the cable into the Hub, make sure it is a tight connection. If it wiggles, then the connections may be a little off getting odd results.
5. Try unplugging and plugging in a few times to the same port to loosen any grime on the connection.
6. go back and delete the bad installs with the HUB powered off, then power it back on.
Now, I leave the cable plugged into the HUB, but if it doesn't work when launching the software I just power off the hub and power it back on and it comes online.
If simply cleaning and reseating the connection doesn't work...
First, plug the cable into another computer to confirm it's working correctly. From there, you can try removing all the USB components from device manager, then restart the computer and let it reinstall everything.
Make sure you plug the cable into a powered USB 2.0 port which is capable of providing charging current (typically all of them can). Don't use USB 3.0 ports, the cable is known to be incompatible
Get and install the latest chipset drivers for your board. (you can usually find them by going to intel.com and letting it search automatically.)
In the (unlikely) chance the cable starts to work normally at this point, you're all done.
Disconnect ALL USB devices except the keyboard and mouse
start->run->type "cmd"
type "set dev_mgr_show_nonpresent_devices=1"
type "start devmgmt.msc
In device manager, click on view->"show hidden devices"
Remove EVERYTHING from under the "Universal Serial Bus Controllers" section. Ignore any reboot prompts until it's all gone.
On reboot, Windows should detect and install a buttload of USB hardware, including any USB devices you have attached.
Attach the RT cable to a USB 2.0 port, and cross your fingers.
if worse comes to worse, you may need to nuke and reload the OS fresh.
im confident in my hardware, since ive never had any issue in that department even from its first boot. the ports i know are working, since i usually have a few being used for my oculus rift or a controller. also, i did read prior to not use the 3.0 ports, so i made sure to avoid them.
i did go out of my way to buy a powered hub already, which was noted in the original post. its a 5 amp, 2.0 hub. 5 ports on the front, and 2 "high powered" ports on the back of it.
i always make sure firmware and software is up to date. ive never had an issue besides an actual problem within a program itself(like final fantasy xiii-2 always crashing, 3 years later and still no fix for that).
i genuinely dont want to go as far as completely reinstalling the OS, i feel thats over the top just to read a cable. the closest ive gotten is finding the 2 ports(1 highspeed port on the back of the rig, and 1 port in the middle of the 5 on the hub) where it reads it as a rocksmith guitar cablein all the settings. if i plug either the cable or the hub in a different port it would say guitar adapter on one side, but usb audio device in another window, or usb composite on one, and usb audio device on the other.
does ubisoft not have an actual article on this? ive seen plenty of user created threads, but nothing saying "this is the fix" or "download this driver and knock yourself out". seems like a big issue not to have a direct answer for.
