after installing the tool, you will be able to play all the DLCs on the new one.

You only need the Import Tool if you want to use the on-disc songs from the original Rocksmith.
It works like this: all DLC from both games will work in Rocksmith 2014. You don't need anything special; just buy it and it will work.
If you buy the old Rocksmith game and the Import Tool, it updates the licenses of the songs that were included in (old) Rocksmith so that they appear in Rocksmith 2014. (A couple of songs don't transfer, the Clapton songs for instance, but that's because of licensing issues that couldn't be renegotiated. Those songs will still work in (old) Rocksmith though.)
Also, there should be a sale coming up in the next couple of months and any DLC more than a few months old will be discounted, along with both games. And maybe the Import Tool as well, but maybe not.
