Report a translation problem
When you plug in the RS cable, if it's detected, windows should automatically allocate the driver for you. Before you try the rest of this, make sure that you have all other usb devices disconnected. You don't need something else throwing a monkey wrench into play while you're testing to find the issue.
Go to your devices and check the drivers on your usb ports, sound, graphics etc to make sure that you're drivers are all set. If there aren't any, see if any were recently updated since the issue arose. You may need to roll back to your prev. drivers if that happened.
If that still doesnt' work, check your windows service packs for updates as well as your bios and that it is also up to date
If none of the above work, try your usb with other devices since it would seem that there may be a hardware issue going on, such as lack of power or possibly some other issue. You could try using a powered USB hub in that scenario to possibly get RS working. You could try that cable with another device in its usb port if you suspect a faulty cable.
