I know I spotted this reference somewhere. probably from some arg or something, dose it have to do with some hidden achievement?

You can find this this thing on a wall in the back ally right in the area where you see the raven hom sign in the snow.

I got the gnom hidden acheivement and all the other achievement except the last hidden achievement.

What am I missing?

never mind. I got the last achievement.

Just shoot the apature science logo in the last area before entering the borialas.

Though still, what is with the G-man umbrella graphic?
