Resolution change workaround
Probably the resolution change is impossible from user interface, it is possible from console though.
  • Enable console: Settings > Keyboard > Advanced > Enable developer console
  • Open console (~ key)
  • In console type: r.SetRes <width>x<height>, e.g. r.SetRes 1920x1080 to set full hd resolution
Each subsequent apply in video settings will revert resolution change.
Hope this helps!

For me it worked as I described, so Settings > Keyboard > Advanced > Enable developer console and then press "~" key and it should appear, although it does not look like the Source Engine one

Try to switch your keyboard input language to US.

Had the same issue. And since the Developer-Key wasn't binded and didn't let itself bind in the Options, I went into AppData and forced the Game to the Resolution I wanted it to be. Funfact; I had to keep the Config-File open to stop the Game from automatically rewrite the Resolution back to 1280x720.

Follow this Path, but edit "YOUR_USER" according to your Windows-Account:
C:\Users\YOUR_USER\AppData\Local\ProjectBorealis\Saved\Config\Windows

Next open "GameUserSettings.ini" with Editor
Scroll through the List and look for all things that have something to do with Resolution, With and Height. There are multiple entries; since I don't know which one forces the Window to what I want I just edited them all and now it works.
