the tilde (`) key is push to talk on MnK. If you're playing with controller than it is open mic. If you're still not getting your voice to work, then check your windows sound settings and adjust your default input device.

i have a mic but the vchat is ass in this game. everyone's mics cut in and out constantly.

My microphone works just fine, the game on the other hand... well, the VOIP not so much.
It's rather terrible by any standards.
