Uninstalling the SDK is probably another issue you haven't tried unless you mean that by "runtime"

And I believe the SDK is the same as the PlayStation runtime. It's the program that enables the PlayStation overlay. But please correct me if I'm wrong.
Your CPU Intel i7 960 seems to not support AVX and F16C instruction, so it's expected it can't run.
If you're lucky, a good soul will create a patch for your kind of CPU if possible...
