When you program a GPU in Cuda, the programmer sets the number of threads and blocks and all that ♥♥♥♥. You can also do this thing to scale your program to other cards based on the number of SMs and cores that it has. MY wattage is only 60% what it really should be which is a massive underutilization of the hardware and I would consider this a bug, even with async compute.
