he might not be there and moved to another place

like mine says the UK as i am from there but i am at the other side of the world XD

my sister had this problem when psn wasn't available in hong kong during the ps3 era. She was told to make or use Singapore or china psn account. idk if steam allow other region since i live in the US. but hopefully you can get it through another steam region.

that is just a info section, you can put any place in there. The steam store on the other hand is region locked to your bank and and phone number so i am guessing he has moved from the states and updated his store to the current place he is in hence why its unavailable for him.

Like when i moved i was still locked to the UK store page for so long until i updated steam with my new bank account and number from the current country i am in. They would not change it otherwise

He has no way of getting it from steam or any official way if in a region locked area which sounds like he is, only way if he wants to play is to pirate.

you cant swith region with your credit card. for example let's take Argentina, to switch to Argentina Argentina's card requred, it's for all purchases

PSN not available in some countries because of the hoops Sony has to jump through because of local laws. PSN is required for gameplay.

I could buy key, (Global) but in my region (CIS) game is no longer available, it was unlisted, so even key is Global, it may not work (5/5) once key is displayed u can't refund. so, if key won't work -50$

You can buy keys from anywhere no natter where you are but they will not work once you try and activate it on steam, The keys itself have regional restrictions and can be activated only in certain regions. None of the keys worked for people for this in the in the areas that are blocked so would have got a refund from the key seller.
