Sony could have reached these people this time around if they did just ignore PNS availability and sell the game in regions where PSN is not available because of it being banned or whatever reason it is they ignore those growing gaming community in those regions.
That's impossible to say because you can't compare the two games. Helldivers is a WILDLY different game compared to Ghost of Tsushima. Multiplayer based games will always attract a bigger audience than single player ones. Fact is it IS very likely the sales for this game wouldn't have been dramatically larger if the region block wasn't in place.
ALSO don't forget that Helldivers 2 came out at THE SAME day when it came for PS5 while GOT came out 4 YEARS, 4 freaking years after the PS launch and still managed to be the best selling SP games while also being region locked.
