Low fps during cutscenes

During gameplay the fps doesn't dip below 80 but during cut scenes it goes down to like 20-25. Any fixes or is my pc just too low end.

What are your specs?
I'm running:
RTX 3080 10GB
Ryzen 7 5800x3D
32GB RAM
Game is on a Gen4 ssd

Same here. I have to turn to fullscreen mode and back to exclusive fullscreen most of the time i pause the game

Your FPS should increase during the cutscenes so you got some configuration issue you need to work out.
