Also, the foxes stay for some of the shrines, some others they just disappear for some reason...
You have to go into actual Game Options and enable the toggle switch for it (it's the fifth option down I think). Once you do that you go into the gear menu and when selecting on the armor slot the loadout selection will come up for each armor kit you have unlocked. When you actually equip that armor another function appears letting you go to assigning charms for it. Also charms can be assigned to multiple armors and simply auto swap when equipping that particular armor. You don't need separate charms for each armor.
It's a bit convoluted and obscured but it works fine once figured out. I think the weird extra steps were because IIRC there were no loadouts when the game first released and were patched in later maybe necessitating this kind of convoluted system grafted onto the existing system, for whatever coding reasons.
