Only HD texture mods can alleviate this
Please read my post again. They look fine once you go into photo mode, like legit high resolution textures. As soon as you exit it though, they're back to looking terrible. In other words, the high quality assets *are already in the game*, they're just not being displayed properly.
I have an ultrawide so unsure how applicable this is to you but I suspect that the textures are not changing properly after a combination of settings changes. Resetting the display and graphics settings and allowing some time has resolved this for me. Even after further modification it has not occurred but resetting has resolved this for me.
Not the cause either, I even disabled AO completely and it didn't change much. I think what you're having is a different problem.

First of all, go into Display and make sure that you have "Upscale Method" turned off. That should also turn off "Upscale Quality", but make sure that's turned off as well.
Now, for the actual fix, set Dynamic Resolution Scaling to a value that works for you, likely 30 or 60. You'll know it "works for you" when the image appears clear after applying the settings.
I've had to set mine to 30, the lowest option, since no other options seem to make any difference at all. Even with it turned off. I'd start with the highest option, then applying the settings, and then you shouldn't even have to exit the menu to see the difference. Just keep lowering the option and applying settings after each time, until the graphics look clear.
I'm not sure if it's just bugged or what. Turning it off should provide the clearest image, because it's providing you with a full resolution, but that doesn't seem to be the case. Regardless, setting things up the way I've described have given me very clear images with no low-quality effects at all. Fire looks very detailed compared to the blurry mess it was before. I own the game on PS4 and I can assure you this clearer image is the way the game is meant to look.
I should also point out that doing this does not seem to lower the resolution at all either. The resolution looks like it's the same despite my having to set Dynamic Resolution Scaling to 30 in settings.
In no dimension on earth is DRS going to have better textures than native, I would just leave it at native. But just make sure to play around with the post-processing options and definitely turn DoF off while testing.
