How do I solve this? the parental things on my psn it not even on=_=
I am using my personal account, and I don't own a playstation.

on the psn website -> account settings
there is a kind of "manage family " thing which mentions the restrictions for communications
it lets you add a child or an adult by using their psn email

tried using the one i used for my account but that didnt work
and there are no other settings otherwise

After two tries with PSN support, I got this info:

Allow me to explain that I was checking the information and it seems our specialist team is aware about it, some players might find voice chat in Ghost of Tsushima Director’s Cut (PC) to be unavailable for them. As this is the only method of verbal interaction in multiplayer, affected players won’t be able to communicate with other users. But our players, players on PlayStation will be able to communicate with other PlayStation users as usual.

we are aware of your desire to fully experience multiplayer, however, this functionality will be added at a later date

Getting the same problem here. Not able to use voice chat in legends. My friends can use voice fine on PC.
