on ps4 (which had an HDD) the game already had non-existent loading times, which was really impressive at the time it came out
this is what happens when devs are competent and know how to optimize a game
Also a real computer repair technician would advise compartmentalizing data as much as possible to minimize loss on hardware failure. I.e.: no one should have everything on 1 drive and people should have multiple drives with dedicated purposes.
Also also a real computer repair technician would test things for themselves and they would find that many many games gain absolutely no benefit from an SSD if RAM, CPU, and VRAM are adequate. There are tons and tons of popular games that do not load any faster on an SSD vs HDD because you are already hitting the engine compilation limits.
And telling someone to go buy an SSD they don't need is just anti-consumer of you when they can save money and get 4x the storage space. (care to show me a comparably priced 6TB SSD to replace my 6TB HDD?)
I am hitting 60fps no problem on a GTX 1660 OC and I have the game on a 7200RPM HDD.
If you could list your settings and the resolution of your monitor I can try to help you tweak things. Honestly I'm betting an upscaler is to blame. One thing you could try before listing all your settings is enabling Dynamic Super Resolution if it's not already. (I can't hit 60 without it, at least on mostly High settings)

So I can perfectly accept the fact that, most of them, will work ok.
I also accept the fact that an ssd was the best change I've made in my computer, way better than buying a new useless graphic card. You are the one who can't accept anything about this topic.
