Yes you can. It says so on the store page as well. There's also zero issue with linking a PSN account, there's no software that's installed or other such nonsense if you decide you want to play the Legends mode online.

Is not even linking so you don't have to worry about steam account, you log in psn account, but it does not actually link to steam, you can change the psn account if u want.
