I thought the same until I unlocked some new skills/moves. It's probably not as bloody as Middle-earth: Shadow of Mordor/War o.s., but there's definitely some gore.

Either way, the only way a Katana is cutting through bone is if the edge-alignment is virtually perfect, which as you can guess, is almost impossible to do, even for those who train for decades, AND if the Katana is sharp enough, which for it to be sharp enough would give the katana a brittle structure causing it to very likely crack on the blade, or break the blade off.
If you want dismemberment though, unlock the Heavenly Strike skill. It can dismember virtually anything (except animals???). Gore though does need to be increased though, from experience. I have cut my hand just sheathing a katana and had more blood pour out from that, than slicing someone's neck in this game, so I completely agree with you there.
Maybe one day we'll get a mod that takes the dismemberment from Heavenly Strike and makes it permanent. That'll give all you dismemberment lovers a nice fix. ;) To be honest, I could likely figure out how to do that.
