RTX 3070 Ti 8GB.
i7-12700K (stock speeds).
32GB DDR5 Memory.
Lastest drivers installed.
At 1080p, high settings, 60 refresh rate. After a few hours my frame rate is all
over the place, dipping into the 20's or so and staying there, till I restart the game.

I'm trying to play again now after a few hrs and the game is completely unplayable for me. I'm doing the quest where you get the bow and I cant even play, fps dips to less than 10, even 1, constant stutters and freezes cant even maintain a stable 20fps lol :(

There is 100% a memory leak somewhere. The proof is that restarting the game takes it from sub 10s (if you let the leak stack for long enough) immediately to 100+ after restarting in the same area.
If it's not happening to everyone, it could be setup related, or a specific setting causing the leak. Sometimes even something like clicking out and back into a game can cause leaks, so someone with dual monitors who clicks out often might run into it more. Who knows, hopefully devs address it soon cuz it's way easier to find the leak if you've got devtools to work with.
