My first pc is a Ryzen 5 5600g, 16gb ddr4 3200mhz ram, 1tb m.2 nvme ssd and a 1660S 6gb vram, the game runs smooth like butter in max settings with FSR.
My second pc Ryzen 7 5800X3D, 32gb DDR5 3600mhz ram, 2tb m.2 nvme ssd and a 4060TI, same settings as the first pc and i have stutter here and there, i suspect it's the newer gpu's not playing well with the game.
All drivers are updated. It's not a memory leak, cause if that was the case most people would experience it when playing in a certain part of the game, the game has great optimization especially for older systems.

After 2+ hours the game does the same thing, im playing on Linux, so since it seems to be happening on both OSes im thinking memory leak, no FPS drops but massive freezing and stuttering and seems to get worse and worse at the 3+ hour mark.
I have a 4090 and 7800X3D and was getting 90-100FPS at 4k/120Hz and max settings, but like you all I was also experiencing severe micro-stuttering where FPS would drop down to literally 1 sometimes, but often between 1-10FPS. This would happen at random times during the game, from collecting materials, to attacking or dodging, etc. It made it largely unplayable since they were so frequent.
I ended up lower the settings somewhat, and switched from Fullscreen to "Exclusive Fullscreen" and lowered the refresh rate/cap a bit, and now the issues are almost completely gone for me. I still do get the occasional frame drop, but the lows are usually around 30-40FPS instead of down to 1-10FPS. Just throwing this out there in case it helps anyone. I'm also seeing discussions here about how Exclusive Fullscreen is broken though, so who knows, and your mileage may vary.
The freezes persist after the game closes, meaning it'll affect any other game or app you use afterwards, only a PC restart fixes that which is an annoying thing to have to do. That issue doesn't happen any other time until the stutters start in GoT.
Go:
C:\Users\xxx\AppData\LocalLow\NVIDIA\PerDriverVersion\DXCache
and delete everything u can.
Restart pc.
you can also setup some big cache in your nvidia panel.

Turning off Malwarebytes worked for me as well. Absolutely 0 stutters after turning it off. I tried adding the game directory to the exclusion list but it didn't work... Must be something else the game is doing that triggers Malwarebytes. Maybe even PSN....
