Game Lag?

PC Specs:

AMD Ryzen 5 2600
24 GB RAM
MSI B350M Gaming Pro
Nividia GeForce GTX 1660
All installed on an SSD, not PC

My game keeps lagging whenever I move, constantly. I've tried changing the graphics, the display, flicked FSR on and off. Nothing is overheating either. Restarted my whole PC even to see if that would help. Nothing. Does anyone have any idea why this is happening? I thought my PC could handle it as it meets the requirements (unless I somehow misread them).

just curious, are you using malwarebytes antivirus? I fix the lag issue when I allow the game file and application on the antivirus.

I also have those microstutterts on an rtx 3070, when I turn the camera for example. Your gpu is quite weaker, but those stutters might have another reason. I dont have malwarebytes as the other commenter suggested...so that is for sure not the issue on my hand.
