Edit: I can confirm that, at least for me, at locked 60Hz, the button works whenever you press it. I was playing at a locked 72fps, and it only worked for the tutorial.
Make sure the game is still in exclusive full screen when you test it.

I just started playing the game and was having an issue with standoffs not working. There's another post in here saying that accessibility options mess up stand-offs, but not exactly which one. I turned off simplified controls and toggle button holds and I got the standoff prompt. I'll try to narrow down which one it is exactly as I play and edit this post. "
I am still getting buged:/
I just ran around finding soldiers to test it at 60Hz, and ever singe encounter it worked no matter how late I pressed the button.
It's worked on like the last 6 showdowns which is better than the 75% chance of it glitching I was running into before.
