PSA: DECRYPTED PS4 SAVE FILES WORK IN THE PC VERSION!
I think I may write a small Steam guide on this topic, but I wanted to let everyone here know that - if you find a way to decrypt a PS4 save file of the game (I used a US region save, anyway), then you simply need to rename it to something like manual_0000.sav, place it in the save folder located in your documents folder on Windows, and...
It. Actually. Works.
Load into that save, and after you back out into the main menu it even updates your menu to reflect that you have NG+ access!

I haven't tried launching into Legends mode with the decrypted saves yet, but I CAN tell you that Legends mode achievements that I didn't unlock originally were unlocked for me when I loaded into these saves, so it could work.
