Can you play single player in offline mode?
Also, can you do it without having to make a PSN account. I am in the US, if that matters.

Pretty much everyone is playing in offline mode right now, the PSN network is acting up.

Yes, I launched the game and went right into the new game without any prompts to log into PSN.

PSN account is only needed for multiplayer. Just hit no when it mentions it and you can do single player just fine.
