1. The 'Sony Interactive Entertainment' folder (Your Drive Name:\ProgramData\Sony Interactive Entertainment\) which is created when you run 'PsPcSdkRuntimeInstaller.msi', is missing files. For some reason, when I attempt to use this runtime installer to install the required PSN dependencies, the resulting folder seems to be missing several files.
To remedy this, replace your Sony Interactive Entertainment folder with this one, which is the same folder but with no missing files.

If that didn't solve things, which it didn't for me, the next possibility is:
2. You're on an experimental Windows build.
to check, press Windows Key + R ----> type 'winver'
If your version of Windows is 'Version 24H2', it's because it's a version specific to the 'Windows Insider' program which delivers the latest beta versions of Windows with experimental features. I had no idea I opted into this Insider program, but at some point I did, and it seems like these Insider builds are known to cause issues with certain software. I and a few others suspect this version of Windows is causing issues with the whole PC SDK thing. You may be able to revert to '23H2', but it depends on how recently you updated to 24H2. For me, I have been on 24H2 too long to revert to 23H2.
I'm not entirely certain, but I think if you're on Version 24H2, you're pretty much out of luck in terms of accessing Legends mode in Ghost of Tsushima, at least until the developers add support for this version of Windows.
This is all speculation but I hope this provides some clarity to someone. I've tried so many things to access Legends mode to no avail, so I've switched gears and am now trying to figure out the culprit of this infuriating issue.
