I also reinstalled the latest Nvidia driver completely, not Express Installation but custom installation through the Nvidia app, although i don't think this had anything to do with it.
I hope this helps some people.
I have this exact same issue. Can't find any causes. All of my temps are fine, and nothing is being pushed to 100% usage. I had no issues before this game.

I thought this at first, but my memory usage remains very stable throughout playing the game, and closing the game frees up the ram that was in use. Windows continues to suffer micro freezing until i restart the pc, so i'm not certain it's that. I'm no expert though, so i could be wrong, and it's just not showing in resource monitor. My best guess is that it's conflicting with some 3rd party dll, or specific driver file, as not everyone is having this issue.
And no, this is not memory leak behavior. I've experienced those in the past and that pattern does not show here.
In the end, I've narrowed it down to literally nothing. I got nothing...no idea. I know there's a conflict between the game and something, but the "what" is most likely "above my pay grade". I am well within any and every single parameter needed to run this game, my PC is more than decent, constantly monitored for anything suspicious at all times and always taken care of overall in terms of every single aspect.
Not to mention that aside from this annoying hitching, the game runs perfectly smooth. So what the hell? Again, no idea...
I doubt we'll be solving this one on our own, so I think it's best to just wait for some patches and updates.
I'm on a 5800x and i'm having the same problem, it's not CPU related, stop spreading misinformation.

It's a shame, cause when the game isn't doing this, i'm at a stable 180-190fps. Not using DLSS, but i am using framegen, and DLAA.
