If using RivaTuner never have it set to enabled globaly as it can cause issues with a variety of applications, such as OBS, where the stream will look like its choppy even when set to 60FPS even if there is no loss of frames,
Set RivaTuner to the exe of the game you want and then limit the FPS, however you should be doing it with NVIDIA control panel FPS limit feature instead, or AMD equivalent.
It can also be an issue related to DPI, so if you are using the DPI option go to the game exe and try to set it to application controlled.
