I got 60-70 fps with i7 2600k @4.7ghz but i have rx 5700xt medium settings, but like you said problem with terrain textures is present. Point is that OLDER cpu-s does not mean they are useless like bunch of people are stating and recommending buying new rig...

I have missing terrain textures as well. I thought it was because of the hybrid non official drives of the r9 290x (testing and backup system). At least this time the faces are animated! xD
It is a beta patch so lets see if they can fix it. I will test my 2700k on monday too, with nvidia gpu and proper drivers.
However this shows that the game CAN be played on sandys at the very least. Unreal Engine 5 runs fine, but no sony's game need F16C, fml.

I tried the following:
- ran the game, launcher showed, clicked Play, black screen, crash to Desktop
- read a post on page one claiming some "PcPsSdk" is the problem
- didn't find it as a running process, also didn't find it installed
- I did run "PsPcSdkRuntimeInstaller.msi" (which installs the PlayStation SDK) and also ran "PsPcSdkRuntimeManager.msi"
- I then removed/uninstalled PlayStation SDK
I can confirm the game runs now with no issues and no need to use SDE.
I have first disabled Upscale Method (set it to Off) and NVIDIA Reflex Latency (set it to Off). However, after the first run and shaders having been compiled, I have now reset the display settings back to default and it runs even smoother.
Conclusion:
Run "PsPcSdkRuntimeInstaller.msi" and "PsPcSdkRuntimeManager.msi" from game folder, then Control Panel > Programs and Features > PlayStation SDK > Uninstall.

If Naughty Dog did it for Uncharted:Legacy of Thieves Collection and The Last of Us, surely they can do it here. It's a simple flip of switches in Visual Studio and providing an additional executable for old CPUs. I really see no point in using convoluted instructions to "offer the best quality and performance", when the actual quality of the textures and shaders illustrates a game from 10 years ago. Not to mention everyone has lightning fast GPUs, so why stress out the CPUs in the first place? The whole reason PS developers do these mistakes is they haven't coded a game for PC to know what PC gamers need. PS world revolves around fixed hardware, with reduced set of instructions, so yeah, AVX and all that comes in the PS-box. PC world is super dynamic, you don't have everything at your fingertips. Because CPUs, GPUs, etc. are manufactured by a plethora of companies.. not just Sony.
That being said, gloat all you want with your shiny expensive hardware that I am sure causes you issues more than mine does. I see the forums are infested by people with a ton of issues cuz -per your words- "keep up with technology". So why am I not having any issues -no stuttering, no FSR, MMSHIUHEIWU, <add here any new-age acronym> problems- with a 10 year old CPU? Yes.. that's right.. cuz keeping up with the technology, in your heads, equals buying the newest, most incompatible and less-tested hardware out there. Then you blame the game developers for "not optimizing" the game.. when it's your shiny new hardware that crashes your rigs.
P.S.: Aside from the discussions here and all the stuff people post, it's all about sales. If they get a ton of refunds because X, Y, Z and not compatible with old CPUs, they will do what Naughty Dog did to get back those people who refunded the game: provide an executable for old CPUs. If they don't care about sales, that's that. But let's wait and see...
