Charm of Inari's Might

How exactly do you level up this charm? I've been finding as many Inari Shrines as possible (following the wind) but it doesn't seem to change? I have received one message saying I've levelled up my charms, but looking at the charm in my inventory, it looks as though nothing has changed - still has a requirement to visit 5 shrines....

It levels up after doing the fox shrines. You will see in the description it will change. The final level is increases damage by a "major" amount.

Charms have muitiple levels, shrine counter resets after each upgrade.
