Shrine and Fox Den question

How do you complete shrines and fox dens?

Shrines are parkour.

There are two possibilities :)
Either you find a fox den and follow the fox to the shrine. When you arrive there you have to honor the shrine by pressing your action key (for keyboard its "E")
Second way is you find a shrine by "accident". Then you can just honor it. The fox will then appear automatically at the shrine

You have to parkour to the top of the shrine, you're not in the right spot evidently.

As Nussy Snake already mentioned: Every Shrine has its own parcour that you have to follow in order to get behind the (most of the time) broken bridge to the shrine on top of the stairs or mountain or wherever you are.
Most of the time you have to search for some climbing entrance part close to the original entrance

maybe you're reading the sign at the very beginning and thinking that's the shrine? There will be a "?" on your map showing where to go. Getting there varies but yea they're all some form of parcour. When you reach the shrine, there is a square tile-like area in front of the shrine, once you stand on it, you will be prompted to Honor the Shrine. The fox den Kami shrines you just follow the fox to the shrine and stand in front of it and you'll be prompted to Honor the shrine.
