Assassin creed doesn't exactly got it right, but they at least tried to hide the issue by having AI attacking right after one and another in a chain. It makes you feel like you are in an actual fights against enemy who actually want you dead. It's also a crucial feature to encourage players to play stealthily instead of straight up kill everything.
Idk why I brought this up either. I saw people talking about how this game was supposed the superior assassin creed on the new AC trailer, so I was expecting basic assassin creed features. But yeah, I do realize it was a pretty unreasonable to expect this game to have every single features of another game.
literally every game you mentioned other than kenshi I have played and they do in-fact have enemies standing around doing nothing in larger groups. the degree that they delay acting varies from game to game but its literally there. some of those games also have camera priority where enemies in the player's field of view are extremely likely to attack while ones that arn't will attack less often or are required to move into view or a set distance away before attacking.
no they play by the same rules as story. just the attacks they do use typically are more involved and dealing with them in tandem can be very challenging.
