My new GPU doesn't have any issues in other games nor any other issue in Ghost of Tsushima.
Given that I couldn't find anything online apart from this thread and I have a similar setup with the original poster, it seems as either an RTX 50 series issue or a driver issue.
At open issues you can find the entry:
Flickering/corruption around light sources in Ghost of Tsushima Directors Cut [5138067]
Therefore I guess we have to wait.
Today buy 5070ti and see this bug

Since you all have to wait for a response from Sucker Punch (which I think is unlikely in the near future). Try this. Use DDU (Display Driver Uninstaller download from official website). Run it in Safemode. This will remover EVERY traces of your existing installed GPU driver (including temp folders). Reboot when finished. Then install ver 566.36 of NVidia Driver (Dec 24) when Windows is up. By the way, you may have to uninstall your existing NVidia App. As I found out myself that it didn't function at all. But reinstall the NVidia App and it will run.
This older version seems to be the most stable one. So, use this version until NVidia fixes their driver issue.
Good luck and have fun :)
The bug is not fixed with the hotfix driver 576.15 so don't bother.

Let's hope the next WHQL driver will fix it.
