for stuff like loading textures first thing that comes in mind is the file streaming, are you installing the game in a dedicated drive or its the same as the OS ? it have enough read/write speed bandwith ? just as comparision ff7 rebirth is very heavy and we end up with soft lock , because stuff doesnt load or even blackscreens all the time, the very first workaround was change the direct storage dlls of the game which was faulty.
one problem trying to guess is because some problem can be cause or consequence of something else. for that matter benchmarks can help to test each step , the game doesnt have so you could do in a selective way of running the game in the lowest quality / resolution possible just to see if the problems will be there. if they do theres more chance to be some faulty HW or OS management of the HW
