What specs you running on ? tbh with me its running good no fps drops
I can say i’m having the same issue, will be running at a solid 120 fps, all settings maxed with dlss on quality, and after maybe 45 minutes of gameplay the game starts hard stuttering, dropping all the way to 1 fps back up to 120. Using any attacks drops it and basically doing anything causes the drops. I verified the integrity and did a page file but to no avail.

Specs:
AMD 7700x
4070 Ti Super
32gb ddr5
1tb nvme
2tb sata ssd (game is installed on here)

There shouldn't be ANY FPS drops with that setup like at all... However, the game runs with Direct Storage, this has been a problem to some -but not everybody- you can try to delete the .dll files related to it which are dstorage.dll and dstoragecore.dll, however this has to be compensated somehow and that is with a mod because without this feature the game wont have any "buffer" (a common thing developers do nowadays, and tell you need an SSD or you're done) but the thing is if you mod it you cann't be playing online, unless you don't care for "Legends" mode (multiplayer) you're safe and good to go.

https://www.nexusmods.com/horizonforbiddenwest/mods/100 there is this mod from HFW but works perfectly fine on GoT, I'm playing actually with this and my game is on a HDD, loads ridiculously fast, no direct storage (I'm using the mod) 0 stutter. Might want to check it out?

Big thank, just tried your method and the fps stutter became better. Stutter is still there, but instead goes from 100 fps to 30 fps, it only jumps to 50 fps :lunar2019grinningpig:
I sent a support ticket about stutter, never got response, so I guess they know it's the game engine problem but they can't fix it.

PS: just tested, this mod works with Legends mode. Legends mode is where stutter is even more severe, when a lot of enemies (up to 30?) are on fire (burning effect) at the same time, fps go from sky to hell.

If you happen to use Malwarebytes, turn it off when you're playing. I couldn't tell you why it happens. but my game stutters like crazy if it's running.
I was surprised to see that players are still complaining about FPS drop with later version of RTX GPUs. I have a RTX 3080 laptop version so it is quite "old" and I didn't experience all these problems. My initial response was that it's most likely due to the GPUs since I have watched quite a few reviews videos on Youtube, e.g. Nexus Gamers, JayzTwoCents. Sort of a QC issue, not the game. However, today I watched a video from Nexus Gamers criticizing NVidia's RTX 5090 disasterous launch, regarding the lost of ROPS, the power supply cable melting problem. He mentioned something that I have not watched before and this may seem to be the cause of problem here (since your GPUs were working fine beforehand). He said that NVidia had made mistake in their released driver where frames are rendered in the wrong order!!!! This caused micro-stuttering at best, worst will be massive frame drops causing the game unplayable.
So, I suggest you guys trying using an earlier version of NVidia driver. I am still using version 566.07 gaming ready driver. Try using the version before this one. Good luck.
