I am not sure if it is a bug or poor design. The aim was to stop you from going back and forth after you have arrived at Iki Island. So after you arrive at Iki Island, you will see that the whole of the "mother" island is grey out, i.e. you cannot pick any location to fast travel back to. But much later on, I cannot remember, oh, yes, when you got the Iki Island people fully supporting you then you can far travel back.
Don't regret it for a second. Fighting Riku with a none upgraded weapon on a high difficulty was intense as hell. I wasn't just fighting. I was pushed to do better. I was learning until I said "You. Are. Going. Down." And exactly as I said it I struck the killing blow on Riku.
Next time I'll have to record the fight on lethal difficulty. That will be interesting.
