i heard there is some fix for this if you have AMD gpu but nothing for nvidia users
I didnt have this problem before tho, only after the patch
Same here. Started having the same exact issues your describing right after updating.

I have a RTX 4080, I dont have these weird flashes but the overall graphic quality of the game went down, for me it's overall more blurry and the shadow quality distance is way too low (with very high/ultra shadows quality).
I read that you can rollback to a previous version of the game, you can give it a try :

Or you can right click on the game>properties>beta>select "previous version" .
Thank you, yeah overall such a downgrading update unfortunately. I hope setting to the previous version will fix it!
