This might not have been completely thought out before implementation. It seems like WAY too much trouble for a free account that harvests your email/phone.

Contact Steam support probably a weird bug with removing the key from your account the UK can still purchase the game

He said the CD key website he bought the game from originally refunded his pre-order. Then he went onto the store page to check and saw no price. Sounds like an issue beyond Steam.
