Latvia is part of EU and NATO.
This is basically Sony's lazy use of maps and effort.

What a stupid statement. Steam has no choice in this matter, it's a decision from the publisher.
You go complain to Sony with that, not Valve.

As far as I can tell, this EU Regulation is nixed by existence of this country selection and you even can find generic PSN support there... except that on creating said account, Latvia is not in the list.
So, you get even in a country without the possibility of choosing your country in PSN PSN support.
Case Closed.
Steam does have a choice. To force Sony to back track on their decision. Failure to do so makes them complicit to violating EU regulation. This violation occurs on their platform and yet they simply let it happen. If I were Valve I'd sue Sony over this. Sony commits a crime on Valve's platform and Valve should not allow that to continue.

There is no law in these countries that forbid the sale of this game, and the game is playable without PSN connection, therefore the regulation applies. This is illegal. Sony is committing a crime. Valve is complicit to this if they let this continue.
File a legal report to Valve and the EU and stop Sony's criminal activities in its tracks.
I think that law only applies to countries that are part of the EU, Sony is a US based corporation so that law doesn't apply to them. The purpose of that law is so a company in say Poland can't refuse to sell in say Latvia. In other words one member country in the EU cannot refuse to sell to another member country in the EU.
There's not a single lawyer that would take up that case. "They won't sell the product in my region due to company restrictions!" because the publisher decides when/where it is sold.
Sony has an officially registered European HQ and is registered the EU house of commerce. This regulation applies to all companies that do business within the EU market.
