A calm and rational tone so I would like to answer that.

Ghost of Tsushima Director's Cut is bundled with the free addon Legends.
This will be the reason why the publisher has completely withdrawn the game from the market in unsupported countries due to the unjustified and uninformed outcry. Nothing is risked and having the legal department deal with the issue is time-consuming and costly.
Since the PSN requirement for Legends cannot easily be lifted overnight and switched to a different network infrastructure, as was the case with helldivers thanks to peer2peer, which had p2p in the code since development, the publisher has opted for the fastest and in this Scenario only correct solution decided.

If the publisher is still interested in sales in these countries, I personally expect an extra edition without the free add-on "Legends.
However, this takes time and depends on the cost to income ratio.

I don't assume anything, they literally changed GoT and refunded people after this bravado happened.

I disagree. This outcome isn't necessarily due to HD2's controversy.
PSN was always part of their implementation policy for newer games ported to PC.
This outcry was unavoidable and it will increase as they introduce new titles to PC market.

Legends was an free update for people who own the game, so a discounted price for an free update would be wrong.

Legends is a free addon for all previous owners of Ghost of Tsushima.
The standalone without the game would cost 19,99€.
They don´t charge you for Legends on the Director´s Cut.
