My account exists since 2005, i had a PSP back in the days and kept the account.
The informations given to Sony was my Email address, a password for the account, my date of birth and the region i live in.
It may be different for other countries because of their laws.
Russia is under sanctions.
The PS Store is currently closed to Russian users also Russia's PSN is blocked.
So, there was plenty of keys for my region for Sony's games even this year. In official distributors shops, like Buka. It is a flat fact.
This game is not activated by key for me. There are other ways to buy the game. But Helldivers 2 keys are well known.
