Help with Wind Chimes on PC

It says Left-ctrl + scroll (mouse wheel) to choose. If I hold left-ctrl I can see the wind chimes on my screen bottom right but scrolling only allows arrows or Black Powder Bomb. All other slots have a lock icon. I have all Ghost weapons unlocked, the Kunai is upgraded once. I'm on Iki island (not sure if I"m supposed to be here) and have seen a mission using Wind Chimes but there's no way to use them. Any help appreciated.

Right click to cycle through them. Mouse wheel sorts between bow and ghost. Right click sorts between ghost options while holding control

Awesome thank you. I don't think I'm supposed to be on Iki Island. My normal bow has trouble penetrating armor even with head shots. I think I need to get the long bow but I can't Fast Travel off of Iki Island.

Yeah haven't been to Iki myself but the headshotting is your issue, helmets completely nullify the half bow, body shot helmeted enemies. Long bow ignores all but shields.
