Throwables unlocked in techniques but locked in combat?

I've unlocked the sticky bombs in the technique menu but when I go to use them I cannot switch to them. There's a big lock symbol, despite the fact that I have a full set in my inventory (and can't buy any more).

Has anyone else experienced this? I don't want to have to undo hours of playtime to fix this.

I’m not in a duel? Where did you get that assumption? This is during regular gameplay.

I have figured this out. Press and hold R and change the type using the middle mouse wheel.

No. You can select it with R, but when you're about to throw (CTRL on keyboard+mouse) it selects black powder bomb because sticky bomb is locked out. It's some weird bug that happens late in the game after the exile.

Press F to throw sticky bombs (once selected with R).

These are Quick fire item, not aimed (Ctrl) items, so don't press Ctrl, as that's for aimed weapons only.

i.e. Only weapons listed under the Ctrl (held down) menu are aimed.

If it's under the Quick fire menu (R), just press F while facing the target, no aiming involved.
